Can the regulator investigate a cooperative after a complaint?

Yes. The Cooperative Act gives the Registrar and authorized officers inspection, supervision and account-review powers. Complaints can trigger regulatory examination where the alleged conduct falls within their jurisdiction.

The regulator can also direct special general meetings in circumstances identified by the Act.
