When can a cooperative be declared “troubled” in Nepal?

Section 104 allows a cooperative to be recommended and declared troubled where inspection or account review shows conditions such as conduct against members' interests or inability to meet financial obligations.

The Ministry can declare the cooperative troubled following the statutory process.
